That is correct as the course is not able to navigate between AUs. Only the LMS can launch an AU because the LMS has to pass variable values associated with that AU to the course when it is launched. That is the reason if you have an action in the course that goes from one AU to another, you get an error message in Lectora and it won't allow you to publish out. Only SCORM 2004 supports moving between AUs and that is function the LMS must support and allow with a navigation tree of some sort in their frameset, not the course content.
