Volume levels changing when using WMA

I have a title that uses WAV, WMA and Flash audio. The WMA and Flash files were created from the WAV files. I’m using WMA files in order to take advantage of using audio events. In the Run and Preview modes the volume of the files are equal. However, when viewing in a browser, the WMA audio file is a lower volume than the WAV or Flash audio files. Does anyone know why or what I can do to make these file have the same level of volume. I’m using Lectora 2007 and using the Lectora Audio Editor to add the events and save as a WMA file.
