VB or Java

Java is cross-platform, and will thus run easier on alternative Operating systems.Then again, I do not know how these two programming languages will assist you in Lectora. I think you might just be confusing them with javascript and VBscript, which are absolutely different from their "collegues". Java and VB are used to create programs (for example, you can use Object Oriented Programming withing these languages), and the scripts are used to createTheir syntax may somewhat overlap, but in general, scripts are not half as complex as "normal non-webbased" programs. IF you meant the VB and java script, then I would go for java. Loads of documentation available, and pretty solid. Furthermore, Lectora can easily import javascripts, because it knows how to handle them.
