Toggle selections when learner clicks on IMAGE in Multiple Choice/Response questions

It would be nice if the checkboxes or radiobuttons in multiple choice/response questions would toggle when the learner clicks on the associated image. This is how it works for the associated text. This functionality can't even be handled with actions because the individual checkboxes can't be modified. As far as I can tell the only option is javascript which isn't an option for everyone.
If I'm missing something please let me know. Why is the image even an option here?
