There is a way to reassign the tabbing order within Lectora, however, it is done as an after publish task. Once your program is published you need know the ID number of your hotspots/buttons and what tabbing order you want them in and the html page that they are on. Open the html page scroll down until you find content then search for the first location where This is not the best solution but it is the only one that I found.
