swf can not "find" video folder in file structure

1. An Issue I'm having with video referenced in a .swf file
I'm using flash cs5 and importing an .f4v video file. creating cue points to synch up animating text and graphics in flash. then saving as a .swf. According to flash i just need the .swf, the video file either in the same folder as the .swf or on a streaming server (i'm going the local route to start), and the .swf which is the skin.
The skin and the .swf are showing but video is not playing. I've tried copy and pasting the file into every folder in the structure, can't hurt, can it? and it's still not linking up. The video is not embedded in flash (too large for that) but it's my understanding is that it's referenced.
I have also tried adding in the additional files section.
2. A General Question
Also... my larger .flv files seem to be playing fine over the web in lectora. I inserted a 10 MB file into flash (not in the .swf) and it has no trouble loading. I am on a fios connection at home though. Do I still need to stream the video on a streaming server?
