Shapes for transparent buttons?

We are designing a map of Kentucky that will allow a user to click on any of the 120 counties in our state in order to gather agency information (we are an insurance company). I'm creating transparent buttons over each county and when clicked will perform the function we need. The question I have is this: instead of the default square/rectangle transparent button, does Lectora support "free-hand" shapes? There are no "square" counties in KY and some of the counties, even on a large map, are quite small.The only idea I have is to create a graphic for each county and make those graphic buttons sit on top of our state map. Any other ideas are welcome. Thanks.
