Per the 2007 User Guide, pg 22:In this dialog box, you may also set the option for a CD published title that gives you a “FullScreen” appearance for the title when published. The CD published title will be laid outnormally, but will be centered on the screen surrounded by a border that is the color of thebackground specified for the title.
