Page Numbering Error

I have added the page numbering tool to my title (to number all pages in the title). When I am in the last page of content the page number is 30 and when I click next, which takes me to the first question of the assessment, the page number is 32. There are no pages in between the two and I can't figure where it's getting this extra number instead of displaying as 31. Has anyone seen this before?I am using Lectora 2007 (SP5 5098).When I preview in Lectora and in the browser I get the incorrect numbering.
