Need horizontal sub menu

Greetings All,

A former colleague created a complex WBT entirely in Flash. It now needs to be tranlated and distributed to a facility that uses both ENG and another language. Unfortunately, no one has the level of Flash experience needed to make all of the necessary changes so I've decided to develop a Lectora based version. However the two need to look as similar as possible due to the fact that some employees will choose the ENG version and others will choose the translated version.

I've found a Lectora template that is very similar but the menu looks different. The Flash menu has a top menu and a sub menu that are always visible. The sub menu changes based on the placement of the cursor in the top menu. (I'll attempt to attach a screen grab or place one in a subsequent post.)

Lectora seems to only offer a drop down sub menu. I think I can do this with actions but I think it will quickly become complicated due to the number of sub menu items and the placement of each layer. Is there an easier way to get a horizontal sub menu?
