links to downloads blocked for some users

Hi All, I'm stumped. I have created a course in Lectora Enterprise. I have on click actions to go to web address. These web addresess are linking to either .ppxt or .wrf (webex) files that are stored in our Microsoft Sharepoint site (everyone has read access to these shared docs). When I publish it to CourseMill, some people can open the links and for others nothing happens, it looks and sounds ( a beep) like it's trying to open but then nothing. I have had the folks that can't open the links test the Ctrl click and it works for the .ppxt files, but not for the .wrf files. I suspect some sort of security setting is blocking this. I had someone try these:
open internet > go to tools > internet options > security tab > trusted sites > click "sites" box > make sure [url=http://pgrmysites]eLearning Software and eLearning Authoring Tools - Trivantis[/url] and [url=http://pgrteamsites]eLearning Software and eLearning Authoring Tools - Trivantis[/url] are listed. (These are our teamsite addresses)
go to Intenet icon > custom level option > scroll down to the Downloads section and make sure Enable is selected for both Automatic prompting for file downloads and File download. Complete this step for the intranet and trusted sites icons too.
Right click on My Computer icon > Explore > Tools > Folder Options > File Types > scroll down to WRF type and see if it opens with ATAUTHOR, if not change it. > click advanced tab and make sure open is listed in the Actions.
This is how my computer is set up and all works well.
