Java Plugin Issue

We are having issues with the java plugin and I was hoping to get some feedback here. We have 30,000 users that are required to take our online training. Each user has different settings on their computers and everyone uses a different version of the Java Plugin for various reasons. Some are not able to view our courses because they cannot upgrade the plugin or their IT department will not allow them to download it. My question is: Is there a way I can publish out so that the user will not need to rely on the plugin at all?Thanks for your help!
