Ipad Custom Message shows up but way down on screen

I publish a course that works on PC's and Ipads. But, when creating a button that opens a Custom Message Window, the custom message window opens way down on the ipad screen. I didn't even know the Custom Message was on the screen until I experimented and stumbled upon it. Is there a way to have the Custom Message Window pop up over the active ipad screen?
I have attached a snapshop in case my words aren't clear. The image on the screen is shrunk so both the main screen and the pop up show. Normally the top frame fills the screen.
