forcing users to actually read content!!!

I'm sure the answer to my question is here somewhere, but I can't seem to find it. So, in the interest of time efficiency:My company provides inservices for certified nursing assistants so that they can maintain their certification. The problem that we have discovered lately is that more and more users are simply clicking through the course without reading any of the content. I do force them through the test - they can't skip it and it is set to be graded with 69 and lower as a fail. In reality, it should take the user at least 30 minutes to complete their inservice. How can I essentially "force" them through the course? Thanks,Jamie
