Font size issue with executable

There is a setting that is not obvious. It does mildly affect the font size. Desktop properties>Settings tab>Advanced.The question is though, are all the font sizes large like the icons on the desk top, or just the executable? How about when the problem computer has IE open? is their text larger? If not one of these, I am out of ideas.
