flv works in preview mode but not in html

One of my designers brought this problem to me. We use v.9 and the .wmv file would work fine from within Lectora's Preview mode and Browser mode - with or without the Video Controller (Auto Start)When publishing to HTML, the problem seemed to be in the Video Controller than Lectora publishes. I selected Auto Start and republished to HTML and it worked fine.Now, when publishing to SCORM it also only worked in Auto Start only and not the default Video Controller Lectora attaches to the movie. However, running on the LMS the quality of the movie drastically reduced.I can't find anywhere in Lectora what setting the .flv files are converted to from .wmv. Using the Flash Video Encoder I'm converting them to .flv files "before" embedding them in a page in Lectora. This way I can control the settings and by trial and error get a recipe that works with our system.Current Settings:Video codec: On2 VP6Video data rate: 400kpsAudio codec: MPEG Layer III (mp3)Audio data rate: 96kbps (stereo)I'll update my findings as soon as I get an improvement on the quality.
