Drag items to categorie

I've been thinking about this, but haven't really found a good way to do this: I want to make a test question where students have to drag a few keywords to the correct categorie. Regular drag and drop doesn't work because the items then have to be in a specific order... And dragging the categories to the keywords looks a bit messy. There are nineteen keywords to be divided over four categories. Any tips on how to do this and still make it look good!?
