I agree with you that it's usually best to structure a question so that the student isn't forced to answer it correctly to complete it. I think the client is asking for the 'put back' functionality because they're used to working with an authoring tool that only supports that type of behavior.
On the other hand, there are times, for example in a discovery type of interaction, where learning happens through the put-back behavior. The authoring tool I have the most experience with provided the 'put back' behavior by default but also allowed the developer to create questions with the 'stay in place' behavior when required. In other words, it's really nice to be able to create questions with either of those behaviors.
