Custom Message Window Title

Everyone correct me if I am wrong, but I think this has to be done using a Custom Message window. It's good practice to create a chapter with your popups in it and reference it here. This way if your message is a positive response. It doesnt sound like a windows system error message.
NOTE: If you create a popup chapter, specifiy smaller dimensions for the chapter. You dont want full sized window popups.
