CD and HTML - Launch PDF

I have read the previous postings about launching PDF's and have also been very successful with this for HTML version. Now - I have a need to publish the same content to CD and to HTML. Military students that may not have Internet access will need to access all course content on CD. I understand how to launch a document for HTML and for CD. Since the launch setup is slightly different for CD vs. HTML - CD uses Launch with extern and HTML uses GO TO and Web Address - I have a dilemma. I need to develop the content once - and then publish separately for both CD and HTML. Is this possible?
