Captivate Files won.t Display in Scorm

We have a course with about 25 Captivate-rendered swfs. We set them up with the Action/Go To/Web Address. We open the files (htm files in which the swfs are embedded) in a new window. In regular Lectora HTML output, they work fine. When we publish to Scorm, we get the pop up window, but the swf does not display. Any ideas what the problem might be?
