Can't seem to fail a quiz...

I set the test up to fail if you get less than 75. I also set up the quiz props to go to one page if you fail (bummer) and another if you pass (certificate).

But no matter what I do I cannot get the "bummer" page to display if the test is failed...it still goes to the certificate. Can somebody please tell me what I am missing?
