Can I import a saved image as a background?

I work for a hotel, and would like to use a JPEG image of the hotel as a background for a class I'm writing. The only way I know how to set the image as the background is by adding it as an image, not a background. So when I insert it as an image, i have to play around with it to stretch it to fit, and then the image quality is compromised?
It there an option where I can set the background as this image, so that it automatically fits?
