Between a Pop-up and a Hard Place

Our standards require that we provide the student with a pop-up containing feedback on their incorrect answer. So far, so good.
Here’s my problem. We also have standards on what that pop-up should look like (a very minimalist look, with a single black line as a border, no title, a non-windows look and feel) and how they behave (the student must be able to move the pop-up so that it doesn’t block their view of any screen content).
Unfortunately, none of the Lectora “Open in New Window” properties (Web 2.0 Style Pop Up, Use Publish Option, or New Browser Window) meets the standard.
Now, I can mimic the look and feel of our pop-up standard by using a graphic with the appropriate feedback content, but the student can’t move it around.
So, there you go, I can either create a “window-based” pop-up that is moveable but doesn’t meet the look and feel requirements or I can create a “graphic-based” pop-up that looks great but is immobile.
Is there a way out of this dilemma or does it just stink to be me?
