Best? Not sure there is one. Creating a pdf or MS Office Doc Image writer (a MS pdf lookalike with the added ability to annotate the pages) works but takes a lot of space - many meg. Or, publish the HTML and then either:1. put it on a LAN and send them the link to the index.html page. A bit more work or2. Zip the HTML folder and email it to them. Tell them to unzip and double click the image.html file to start.
