Uncooperative Variable

Today's conumdrum.
In my course, I have some closed captioning narration that is synched with an audio file. The cc text appears the bottom of the page.
The learner can elect to hide the cc text by clicking a button. A button has actions that do the following:
1. Hide the cc text with a image
2. Modify a variable (called cc) that will keep cc text hidden until user wants to see it again
3. Toggles a button that reads CC On/ CC Off.
I can turn the cc off on the first page of the course, but the value in variable dosn't hold and I have to click the button to turn off on each page.
Any suggestions?

At the course level, I added a variable OnShow > Show the closed caption text if the closed caption toggle button was "on".
