Tooltip(ALT tag) ON/OFF

From a bit of web research, not necessarily the last word, it appears that this is an IE controlled thing and is always on. Netscape has an option. There seems to be something called a "tweak" you can download from Microsoft and turn the tool tips on and off system wide. It puts an additional option on the Start>Taskbar window.
