Testing Database suggestions

Hello, my company is very new to Lectora. We will also be using CourseMill for our LMS. I am trying to figure out how to build a database of questions.

We have over 1700 questions organized into 19 categories housed on an internal server. The current system requires a student ID and PW. We routinely create tests between 25-100 questions drawing randomly from those subsections. Such as 10 from category 2 and 15 from category 3. This works great but since we are moving to an Lectora/CourseMill this system will be retired.

Does Lectora have a way to rapidly accomplish constructing similar test? or is it better to buy a separate piece of software to generate SCORM non-flash based testing. Questions would need to be randomized. (we also utilize the iPad) any suggestions on software?
