SWF covers Table of Contents - help!

Hi,

Does anyone know how to keep the table of contents always on top .... even over a .swf? I have my TOC way above any animation, yet it still publishes it with the toc behind the swf.

I am also running into this with an external HTML object that loads a WMV into the page.

I made sure to uncheck always on top with everything except the TOC.
