Standalone CC Button...am I missing something?

I have a course with a custom control bar along the bottom of the course. It has forward, back, pause, and home actions through custom buttons, along with a button to display a transcript popup (in lieu of CC) and an audio assistance button that plays audio files when an on-screen activity needs to be described for visually impaired learners.

As you can imagine, some learners are asking why I can't replace the transcript popups with bonafide closed captioning. I say that it is because I can't create a custom button that will toggle CC on and off. Am I missing something? It seems that there should be an assignable action that can be applied to a button for this function, but I don't see it. All I see is an option to add the controller skin to the video file (which I don't want to do since I already have a menu control bar).
