Responsive Course acting up in 18

Hi all,
Any idea why a responsive course that I made in version 16 would now have problems displaying the phone portrait view when I run the HTML export in a browser? Zip file of export attached.

Is this any better for you? The only thing I noticed was the bottom bar didn't scale. Made slight changes to a couple of its styles in phone portrait (text-align: auto, margin-left: 17px) and it seems to scale correctly in both Chrome and Firefox Developers Edition in responsive mode when viewing the different cell phone sizes.
