Scrolling Text box overlapping template border

We are developing an html published tutorial for potential test takers. We are showing them sample questions and some of them have images associated with them that are causing the page to be longer than our locked down template. When we attempted to put them into a scrolling text box as a possible solution the text box overlaps the bottom frame of the template which is unacceptable as this is where our navigation is located. Is there any other solution to this issue that we've not uncovered?

BTW...we are using Lectora X pro suite as well as publisher.
