Skipping questions in test causing Submit freeze up

I am using Lectora Publisher 2008 and have a SCORM 1.2, 40 question test published to our LMS (KMX). This test consists of 7 T/F questions, 7 MC (single answer) questions, 7 MC (multiple answers) questions, 7 Matching questions, 7 Drag/Drop questions, and 5 Hot Spot questions. The test content is set to score the quiz and allow student to skip questions if they choose to. It is set to go to one page if passed and a different one if failed.

The problem is if a student skips questions and then attempts to submit the test it will not score and advance to the appropriate page. If they answer every question the test scores and advances appropriately.

This test is currently being used to iron out design and LMS issues before the real test is offered on our LMS platform in early August but getting these major issues corrected before that is crucial to meeting our deadline in August.
