Scrollable PDF File

I used the method mentioned above to launch a pdf in a new window, and it works great in the HTML format. However, when I use the Publish to CDrom or Publish to Single File Executable, the action--go to a web address--doesn't work in these two types of output. When you click the link to launch the pdf file, a new browser window opens, it can't file the pdf file to display on the page. Any suggestions?
