Scroll bar disappears from text box when published to SCORM/Web-Based

I've got a text box with a vertical scroll bar that works fine when testing in Lectora or publishing to EXE, but if I publish to SCORM/Web-Based, the vertical scroll bar disappears and you can scroll.
Any ideas?
