Right-click Action Fails When Right-clicking Anywhere But Background

Running Enterprise vX4.1.
I have a page containing an Action with the following parameters:
On: Right Mouse Click
Action: Show
Target: an Action Group
As you can see, the Action is set to show a hidden action group on right-click.
The page has graphics showing. If I right-click on top of any of the graphics, the right-click Action fails. However, if I click on the background of the page, the right-click Action succeeds.
I feel like I am missing something simple.
