Publish to CD vs EXE vs SCORM

My WBT contains an assessment.swf from Articulate quizmaker. This quiz shows up and works fine in preview mode. It also works perfectly when I publish to CD, however when I publish it to EXE or SCORM it doesn't work. Why is that? Any suggestions on how to fix this issue?
