problem launching .pdf in SCORM course

I've set up my course to link to a .pdf job aid using the On Click Go to Web Address action and I have indicated that the .pdf should open in a new window. My .pdf is listed as an external file within the Lectora title.

When I publish for HTML the .pdf link launches fine, when I publish for SCORM and view in my test LMS environment I get a blank windows explorer screen. The .pdf file is on the test LMS content server.

Any ideas what I could be doing incorrectly? Thanks!
