Flypaper .swf not loading when published for SCORM

I added a Flypaper animation to my Lectora Inspire course. When I publish the course for HTML, the swf loads. When I publish the course for SCORM and test in on my Plateau LMS, the swf does not load and the course page appears blank. I've tested this even with very small sized Flypaper .swf and the swf will not load.

I published SCORM with the following options selected: published course will be launched in a separate window, and will bookmark and prompt for the last location, java script title manager, use web 2.0 style pop ups.

Any ideas for what I could be doing incorrectly? Your help is greatly appreciated!
