Pop ups on Pop ups

Having trouble with pop ups on pop ups. The original pop up window opens correctly, however, when the buttons on the pop up are clicked and the new pop up window opens, the original pop up closes.The intent is upon closing the 2nd pop up the first pop up is still on the screen. The "open in a new windo" box is checked for both pop ups and "always on top" is also checked.
