matching assessment questions

You can't, with the default functionality of a matching question -- that's a common request for drag-and-drop questions (and I think I've seen it as a request for matching questions before, too), but one that Trivantis hasn't implemented yet.
However, there are other approaches you can use, but it will take a bit of Lectora "programming" (using actions and variables and custom buttons). For example, you could create 10 multiple-choice questions (one for each expense) that use drop-down list for answers, with the two categories as the possible answers in each drop-down list. Then you could have your Submit button (or whatever you want to call it) evaluate whether all 10 are correct and provide the appropriate feedback based on that evaluation.

P.S. I don't really understand why you would use images to represent expense categories...If you really need it to be images, then I'm not sure that the drop-down list method would work.
