Moodle retaining answers when I don't want them to

Lectora V 11.3, Published as SCORM 1.2, each question is marked to not retain between sessions, publish is also set to not retain between sessions, yet my answers are still there. Moodle is set to unlimited attempts and keep highest score.
Any clues why the answers are retained?
