Not sure why the scrollbar issue is occuring, I would personally upgrade to IE7 since its a much safer web browser. If you can you should install Firefox since it's not only safe but FAST. IE6 is widely known for being very unsafe for hackers.As far as voting, you can vote on any of the suggestions but the top item that is blue is just a random one that you have NOT voted on yet. Eventually after you vote on all of the suggestions there will be no more top blue item left. It may not seem like its doing anything when you vote because you are only adding 1 vote to the suggestion so it may only move up or down one spot or not move at all, but if we all vote then we'll really see the difference.
