Legal issues with music and video clips?

I have been creating in-house training using Lectora and would like to include short music and video clips. Someone mentioned that there could be issues with copyright law in doing this, but someone else told me that as long as I only use short clips and don't sell the training outside of our company that the "Fair Use" doctrine will cover us. I'm not sure what to do at this point. Any thoughts or prior experience with this?
