layerin menu with flash object

my menu drop-downs are getting over-layed by the Flash objects on the pages when the drop-downs extend down into the area of the flash object. we have "always on top" set for the menu, and it works fine when we run it in lectora online, but when we publish to html and run it the flash pieces over-lay the menu "sub-items". how can we maintain that the menu and its sub-items "always remain on top"?
