Java Security Error - web config File

I've done a stand-a-lone test and the results are going to a SQL DB. The LMS is written in ASP.NET. There is a web config file in the folder where the test resides that gives the permissions for the test. When the test is finished and we go to submit the test to the database, we get "Security Error. Unable to Send Request. This course must be loaded from the system that the data is submitted to. Access Denied. (Socket Permission [ip address] connect,resolve)." If we move the web config file to a different folder - it works. But the downside is search engine indexing will find that link and we lose security.
