Hyperlinks not opening in new window on LMS

yes, i could get one new window to open (window no2) from the first new window (window no1 - Resources Page). but i could not replicate for the other links on window no1, i.e. the other links just open in window no1 & not in a new window - window no2

yes, its strange that it works in one instance and not the others. just to clarify; the first new window does not open from a hyperlink in the original window. the original window contains a resources button that, when clicked, opens all the resource page links in a new window (its just another page in the title but that opens in a new window). the reason we have it set-up like this is so that when the user clicks on the resources button, they do not lost their position in the title.
