Hyperlink tags don't work with IE8

In my 508 course I have content links to html pages on an external server. The links provided by the client have tags at the end of the URL to take learner to specific place on page. Client uses IE8. Apparently, IE8 strips out the tag, so learner goes to top of page and has to find her own way to correct place.
Anyone else run across this? The same thing happens in the regular version of the course, which is Flash based.
