How to add a link to the start of a section

We are working on a Lectora title that will have about 30 sections. Right now each section is worked on as a single section in its own title, but we will merge these titles down the line into a single final product. Part of the navigation is a section title that, when clicked, will send the user to the first page of each section, which is called "Objectives" by convention. Right now this is implemented with a "Go To" Action to the "First Page in Title". There does not seem to be a "Go To" action for "First Page in Section". The action on section title is defined at the title level, not separately for each page.
Is there a way to create such a link that does not involve manually creating 30 actions after the merge has been performed? Is it possible to define a variable and use its value as the page to be navigated to? The idea is that each person working on a section would create a variable, define the appropriate value and link, so that we don't need to do any post-merge work.
