How do I place a page after a section within a chapter?

I'm hoping that someone here will be able to assist me, either by helping me understand what I need to do to accomplish my desired result, or by telling me to stop wasting my time because what I want to do isn't possible.
Here is what I want:
Chapter A
.....Page (chapter introduction)
.....Section 1
..........Pages in Section 1
.....Section 2
..........Pages in Section 2 (etc. etc.)
.....Page (chapter summary)
Chapter B
Unfortunately in Lectora 9, I apparently can't do this (or at least I just don't know how).
The system heirarchy is automatically placing all chapter-level pages prior to any sections within the chapter. Example:
Chapter A
.....Page (chapter introduction)
.....Page (chapter summary)
.....Section 1
..........Pages in Section 1
.....Section 2
..........Pages in Section 2 (etc. etc.)
Chapter B
It will not let me move any sections between the two chapter level pages, nor will it let me move the page below the sections and still keep it within the chapter.
It will let me move the page after the sections, but then it places it at the title level. Example:
Chapter A
.....Page (chapter introduction)
.....Section 1
..........Pages in Section 1
.....Section 2
..........Pages in Section 2 (etc. etc.)
Page (chapter summary)
Chapter B
But this is not the effect I want.
So is there something I'm missing? Or is it just not possible to have a Page/Section/Page structure within a chapter?
